Frances was born on 07/03/1952 in Drew Mississippi (Sunflower County) to Alma L. Thomas.  She graduated from Palm Beach State Jr College with a degree in Business Management.  She married Melvin Owens.  After moving to Belle Glade FL, Frances began working at Florida State Health Department as a supervisor for the entire county.

Frances was accomplished at business management and enjoyed helping people.  She was an active and dedicated member of the Kingdom Hall to Jehovah Witness.

Frances Owens died peacefully in West Palm Beach at the age of 67.

Frances is survived by her son Robert Thomas Jr, Three grandchildren Robert Brockman, Rokia Thomas & J'lesia Thomas, two grandchildren Aubrey Elor and Robert Brockman Jr, one brother George Thompson, one sister Sarah C. Banks, one Aunt Ethel James Chuckley and a host of nieces, nephews, cousins and friends.  Frances is preceded in death by her mother Alma L. Thomas and her husband Melvin Owens (deceased).
